In 1947 Congress passed the Labor Management Relations Act and the formation of Multiemployer Fringe Benefit Funds began. This act, named after two of it's sponsers (Senator Robert Alphonso Taft and Representative Fred Allan Hartley), became known as the Taft–Hartley Act. This legislation changed the status of the unionized American worker forever. It enabled labor organizations to establish health and pension funds and, in subsequent years, allowed the formation of training, legal, supplemental unemployment, vacation, scholarship, and annuity funds. Schultheis & Panettieri has been around for the development of each of these funds.

1974 saw the passing of the Employee Retirement Income Security Act (ERISA) which gave union workers even more protection.
